Implementing all security measures and having proper documentation are key steps to reduce the likelihood of receiving a hefty fine.

Border Force-accredited shipping companies may not even be fined if immigrants are found on board, as long as they are operating within the guidelines of the programme and the driver and his employer can prove that they have taken the required precautions. Being certified does not mean there is no penalty if the driver has not followed the guidelines.
